What is ETEEAP?

The Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) is a well-established alternative education initiative in the Philippines that enables professionals with significant work experience to attain a college or even graduate degree outside the conventional academic path. It was formally established by Executive Order No. 330 in 1996 and later reinforced by Republic Act No. 12124 in 2025.

Programs Offered

Bachelor of Science in Business Administration majors in:

    • Financial Management
    • Marketing Management
    • Human Resource Management

Who may qualify?

Filipino citizens, whether living in the Philippines or abroad, can apply for equivalency and accreditation if they meet these requirements:

  • At least 23 years old at the time of application
  • Finished high school, or passed the Philippine Educational Placement Test (PEPT) or ALS Accreditation and Equivalency test that qualifies them for college
  • At least 5 years of work experience related to the college degree they are applying for

These individuals, who have advanced through extensive hands-on experience without obtaining a formal degree, are among the most likely to benefit from and be drawn to ETEEAP:

  • Rank-and-file employees who have acquired specialized skills on the job—such as clerks, customer service representatives, administrative assistants, and operations staff
  • Entrepreneurs and Small Business Owners who have managed finances, handled investments, or overseen business operations without formal training.
  • Corporate employees in supervisory or managerial positions
  • Sales and marketing professionals who’ve gained practical skills in branding, promotion, and client management but lack academic credentials
  • Self-employed financial consultants with robust client portfolios and extensive industry experience
  • HR practitioners performing recruitment, training, or payroll functions in private firms or government offices without finishing their degree
  • Call center team leaders and BPO managers who handle people, processes, and performance goals
  • Overseas Filipino Workers (OFWs) seeking to earn a degree without leaving their jobs
  • Returning OFWs with business plans or existing ventures in the Philippines seeking formal knowledge and qualification

Application and Pre-evaluation

1). The APPLICANT shall submit the following requirements:

Submission of requirements

For walk-in applicants: Please visit the ETEEAP Office.
For remote applicants (outside Legazpi): Send your requirements via email to ETEEAP@ust-legazpi.edu.ph

2). The APPLICANT shall pay the Application Fee amounting, which is non-refundable and non-deductible from the total fees.

3). The ETEEAP Director shall review his/her application.

4). The ETEEAP Office shall inform him/her in writing of the results of the review of his/her application and shall inform him/her of the scheduled interview.

5). The APPLICANT shall pay the corresponding fee prior to the scheduled interview, upon the advice of the ETEEAP Office. A copy of the official receipt must be submitted to the ETEEAP Office. This amount is non-refundable but will be deducted from the total ETEEAP Program Fee.

6). The ETEEAP Director will conduct an interview with the applicant.

7). Upon approval of the application, the ETEEAP Office requires the applicant to prepare and submit his/her portfolio with the assistance of the ETEEAP OFFICE and shall inform the applicant to pay the corresponding fee upon submission of his/her portfolio. (Please refer to the Contents of Portfolio)

8). The APPLICANT must submit his/her Portfolio along with all the necessary documents to the ETEEAP Office and shall also provide the ETEEAP Office a copy of the official receipt of payment. The original documents should be placed in a long golden yellow clear book, while the scanned copies must be properly labeled and sent to ETEEAP@ust-legazpi.edu.ph for pre-evaluation.

9). The ETEEAP Office shall notify the applicant in writing the results of the pre-evaluation and if he/she is eligible for admission to the ETEEAP Program.

How is the diploma / degree awarded?

Initial Screening

The process begins with an evaluation of the applicant’s background to ensure the individual meets the minimum qualifications—particularly the required years of relevant industry experience aligned with the chosen degree program.

Portfolio Submission

The applicant is required to submit a comprehensive portfolio demonstrating the individual’s competencies. The portfolio showcasing the individual’s competencies, including documents such as employment certifications, training records, and samples of work.

Assessment and Validation

The assessment panel—composed of faculty experts in the discipline—reviews the portfolio and conducts further evaluation through written exams, interviews, or demonstrations, company visit as necessary, to verify the applicant’s qualifications.

Granting of Academic Credits

Following the assessment results, the HEI shall award academic credits equivalent to courses within its degree program, in recognition of the applicant’s validated knowledge and demonstrated competencies.

Degree Conferment

Once all academic and institutional requirements have been fulfilled and the Final Portfolio has been successfully presented, the HEI shall formally confer the college degree. This affirms that the conferred degree upholds the same academic standards as those granted through conventional programs.
